Naya Tax Return Form 2026 Pakistan FBR Guide

FBR issued the new tax return forms for Tax Year 2026 (1 July 2025 to 30 June 2026) in two stages: the draft on 7 May 2026 (SRO 835(I)/2026) and the final forms on 2 September 2026 (SRO 1495(I)/2026). This guide explains what is in the new form, how salaried people file their return, and what filing late actually costs.

1. How a New Form Comes Into Force

Each tax year's return forms are added to the Second Schedule of the Income Tax Rules 2002 by SRO. The Tax Year 2026 draft SRO was titled “Draft Electronic Returns for Individuals, SME, AOPs and Companies for Tax Year, 2026”, and allowed 7 days for objections. The final SRO added the same forms to the Second Schedule as new Parts II-ZE to II-ZH.

2. What Is in the New Form?

In the draft form (SRO 835(I)/2026), the individuals' return shows the following:

  • Two questions at the start: what your sources of income were during the year, and whether you stayed in Pakistan for more than 183 days (the residence question).
  • Summary of Economic Transactions: a summary of your economic transactions from 1 July 2025 to 30 June 2026.
  • Wealth Statement: foreign assets and liabilities shown separately; within personal assets, properties declared last year and properties bought this year shown separately; and a field for “assets held on others' name (including non-filer spouse/dependents)”.
  • Mandatory fields: the form highlights mandatory fields in yellow.

According to FBR's press release of 17 August 2026, a session with the Karachi Tax Bar demonstrated these features of the return system: tracking investment in immovable property, adding more than one business capital, declaring tax under the relevant sections, and recording inherited property.

3. What Is Bank Account Reporting?

Under section 116(2), every resident individual who files a return also files a wealth statement with it — and bank accounts are assets, so their details must be given.

The wealth statement part of the draft form has fields for a bank account's IBAN or account number and the bank's name. Have your bank statements and certificates of tax deducted on profit (section 164(1)) ready in advance.

4. Step-by-Step Guide for Salaried Persons

If you are a salaried individual, follow these steps:

  1. Log in to IRIS: log in at iris.fbr.gov.pk with your CNIC and password.
  2. Choose the return: from the “Declaration” menu, choose “Salary Return for Individuals - Classic View” (or “Normal Return (Ind/AOP/COY)” if you have business income) and select tax period 2026.
  3. Salary: enter your salary data. Check your tax first on the salary tax calculator.
  4. Tax deducted by your employer: according to FBR's IRIS FAQs, this goes under “Adjustable Tax” at codes 64020001 to 64020004 (depending on the type of employer).
  5. Wealth Statement: enter household expenses and all assets. The IRIS 2.0 message: “Unreconciled Amount against Code 703000 must be zero before submission.”
  6. Submission: when you submit, IRIS 2.0 sends an OTP to your registered mobile.

The full procedure, including the rules for revising a return, is in our return filing guide.

5. What Is Different for Business Persons?

  • A separate SME return: an “Electronic Return for SME” has also been notified for Tax Year 2026; the draft form has sections for depreciation, amortization and business details.
  • Withholding Tax: claim tax deducted on business payments with its certificates (section 164(1)). See the rates on the withholding tax calculator.
  • Small shopkeepers: the “Special Procedure for Small Shopkeepers” (SRO 1166(I)/2026) is optional for Tax Year 2026 — for a retail shop with annual turnover up to Rs 200 million, with some exclusions.

6. Deadline and Late Filing Penalty

Under section 118(3), the deadline for the Tax Year 2026 return (other than companies) is 30 September 2026.

The section 182 penalty for late filing runs per day — 0.1% of tax or Rs 1,000, whichever is higher; a minimum of Rs 10,000 (75% or more salary income) or Rs 50,000. And under section 182A your name does not go on that year's ATL unless you pay a surcharge (individual Rs 25,000). Details in the FAQ.

7. Non-Filer Restrictions 2026

For people off the active taxpayers list, these differences actually apply:

  • Property: 10.5% to 18.5% on purchase (depending on value) and 11.5% on sale, while filers pay 1.25% and 2.75%.
  • Banking: 0.8% on cash withdrawals (section 231AB, non-filers only), and 40% on bank profit against 20% for filers.
  • Cars: in Punjab Excise's table, a non-filer's section 234 amount is 3 times a filer's. See our token tax calculator.
  • The purchase-ban law: section 114C (Finance Act 2025) stops an “ineligible person” from buying cars, property and securities above set limits — but under section 114C(5) it applies only once the Federal Government fixes a date by gazette notification. We have not verified any such notification, so confirm the current status before a transaction.

8. The IRIS Portal and the Tax Asaan App

The return is filed on the IRIS portal (iris.fbr.gov.pk). FBR's “Tax Asaan” mobile app also has options for registration, the income tax return and payment. Check your data before submitting; if you find a mistake, a revised return can be filed under section 114(6).

9. FAQ — Naya Tax Return Form 2026

What is the return deadline for Tax Year 2026?

For everyone other than companies, 30 September 2026 under section 118(3). The Board can extend the date under section 214A and the Commissioner under section 119; if there is an extension, FBR announces it itself.

Do I have to give bank account details in the new form?

Yes. Under section 116(2), a resident individual files a wealth statement with the return, and it covers all assets — including bank accounts. The wealth statement part of the Tax Year 2026 draft form (SRO 835(I)/2026) has fields for a bank account's IBAN or account number and the bank's name, and the form highlights the mandatory fields.

What happens if I do not file a return?

A non-filer (someone not on the active taxpayers list) pays higher withholding rates: 10.5% to 18.5% on buying property, depending on value (filer 1.25%), 11.5% on selling property (filer 2.75%), 40% on bank profit (filer 20%), and 0.8% on cash withdrawals (non-filers only). FBR can also send a notice to file a return under section 114(4).

What is the penalty for late filing?

Section 182 (S.No 1): 0.1% of tax payable per day or Rs 1,000 per day, whichever is higher; a minimum of Rs 10,000 if 75% or more of income is from salary, otherwise Rs 50,000; a maximum of 200% of tax payable. Filing within 1, 2 or 3 months of the due date reduces the penalty by 75%, 50% or 25%. In addition, under section 182A your name does not go on that year's ATL unless you pay a surcharge: individual Rs 25,000, AOP Rs 50,000, company Rs 100,000.

Can a salaried person file their own return on IRIS?

Yes. IRIS 2.0 has a 'Salary Return for Individuals - Classic View' for salaried people, and FBR's 'Tax Asaan' mobile app also has an Income Tax Return option. When you submit, IRIS sends an OTP to your registered mobile.

Should a housewife file a return too?

That depends on section 114(1). A return is mandatory if you have taxable income, or own a car above 1000cc, a plot or house of 500 square yards or more in a rating area, or a flat of 2,000 square feet or more, or have taken an NTN, among other conditions. Under section 115(3), a widow does not have to file a return only because of owning property or a car. Even when it is not mandatory, you can file a return to get on the ATL.

How do I file a return with foreign income?

First check whether you are resident — under section 82, someone in Pakistan for 183 days or more in the year is resident (there are some other conditions too). The new form asks this question at the start. A foreign remittance received through a banking channel or exchange company, encashed in rupees and backed by a bank certificate, is outside section 111's 'unexplained income' question up to Rs 5 million a year (section 111(4)) — but that does not mean foreign income is automatically tax-free. Ask a tax practitioner about your own situation.

What if I have forgotten my PIN?

IRIS 2.0 has no separate 'Forgot PIN' link. Through 'Forgot Password / Account Recovery' below the login box, the last screen of both routes sets a new password and a new 4-digit PIN together. The full steps are in our IRIS password reset guide.
