The rates that actually apply now: solar panels carry 10% GST, and solar inverters carry 18% GST. Note that panels have not been fully tax-exempt since Finance Act 2025 — an earlier version of this article said they were zero-rated, which was wrong.

Tax ke ilawa, government Net Metering ke qawaneen mein bhi bari tabdeeli la rahi hai. NEPRA ne **Net Metering** (1:1 unit exchange) ko **Net Billing** se replace karne ki tajweez di hai.
Net Metering (Old)
Aap jitne units grid ko dete thay, utne hi units aap raat ko free wapas le sakte thay. Full retail rate (Rs. 65+) ka exchange hota tha, jis se bill zero ho jata tha.
Net Billing (New)
Aap grid se bijli retail rate (Rs. 65) par khareedenge, magar jo surplus bijli aap bechenge, uska rate wholesale "Avoided Cost" (Rs. 10-15) hoga. Bill zero karna ab namumkin ho ga.
Note: Purane users ke liye "Grandfathering Policy" hai, yani un ke mojooda 7 se 10 saal ke contracts safe rahenge. Magar naye connections par naye rules fori apply honge.
4. Government Ka Jawaz — Kyun Yeh Tax Lagaya Ja Raha Hai?
Government aur IMF ka argument ye hai ke Pakistan ko Financial Year 2027 mein **Rs. 15.264 trillion** ka bhari tax target achieve karna hai. Is ke liye tamam exemptions khatam karna zaroori hain.
- Grid Maintenance: Power division ka kehna hai ke solar users grid ki bijli raat ko use karte hain magar grid ki maintenance cost (Circular Debt) mein hissa nahi dete.
